Steven P. Chang

Steven P. Chang, one of the partners at Shioda Langley & Chang, LLP, has been serving clients throughout California since 1996. With a strong foundation in both public service and private practice, Steven brings over two decades of legal experience, focusing on Bankruptcy Law, Employment Litigation, and Business Litigation. His fluency in English, Mandarin, and Taiwanese—combined with a deep understanding of both American and Chinese cultures—uniquely positions him to serve California’s diverse communities with clarity and cultural sensitivity.

Steven began his legal career at the California Department of Justice – Attorney General’s Office, where he was actively involved in high-stakes litigation. He later joined the prominent law firm Yoka & Smith, LLP, where he refined his litigation skills handling complex civil matters. In 2002, recognizing the need for culturally attuned legal services in the San Gabriel Valley, he established his own firm to better serve the community. In 2005, the firm expanded to Riverside County, offering legal representation to clients across Riverside, San Bernardino, Los Angeles, and nearby areas.

Over the course of his career, Steven has successfully represented clients in a wide range of matters, including prosecuting fraudulent transfer claims involving international defendants and securing multi-million-dollar judgments. His dedication to legal excellence earned him recognition as one of Pasadena Magazine’s Top Attorneys in December 2014. Steven is admitted to practice in all California state courts, as well as the U.S. District Courts for the Central, Northern, Eastern, Southern, and Western Districts of California. He earned his J.D. from Southwestern University School of Law in 2002 and his B.A. from California State University, Los Angeles in 1999.
